Nov 4, 2009, Cat Laws Too Harsh?

According to a news report there are some new laws regarding domestic cats that have just been, or are about to be brought into force in Tasmania (Australia.)

It will be compulsorily for all owners of Tasmania's estimated 92,000 pet cats to have them microchiped and neutered if they are older than six months. That will certainly ease the stray and feral cat problem but should it be compulsorily?

No kittens or cats will be able to be advertised or legally sold until they are at least eight weeks old and have been neutered and microchipped to individually identify each cat and its owner. The fine for selling an un-neutered cat will be as high as $6000, owners of cats without identification microchips implanted will face a $2400 penalty. Wow, they are not messing about.

Here's what I absolutely do not agree with - New legislation proposes that any cat left unclaimed by its owners at a cat management facility such as a council pound, for more than five days can be euthanased without its owner's permission.

Also local councils will be able to declare any area of land such as a council park, as a prohibited cat zone where any cat can be legally trapped, seized and humanely destroyed.

Farmers will be able to destroy any cat caught on their property if it is found more than one kilometer from any nearby homes. I don't agree with that at all!

A cat that is permitted to roam outside has the chance to satisfy their climbing urges on fences and trees and the like. But what can an indoor only cat can do except to make use of your furniture, and in doing so leave a few scratch marks and maybe knock things down to the floor.

Cat climbing trees give indoor only cats a place to satisfy their climbing urges without upsetting their humans. Of course many cats that can go outdoors also appreciate cat climbers, even though they have many places they can climb outside. Why?

Well cats are cats.

Back in 2004 the island of Guernsey (one of the Channel Islands,) had fantastic success with its spay and neuter program. So successful that not only did the number of stray cats on the island fall drastically but the local shelters were even able to take a consignment of homeless cats from the UK.

The news story made its way around the world and Guernsey's rescue shelters even had calls from the USA and from Russia asking if they could help.

Seeing that is a truly commendable success, I thought I'd search for any up to date news to see if the island is still enjoying a low number of homeless and feral cats.

Sadly, from the latest news that I could find (August 2008,) it seems the island once again has an over population of cats. Members of Animal Aid have been knocking on doors to offer owners who cannot afford to pay for the service, free neutering and spaying for each cat they own.

“Guernsey has such a big cat population problem that we just have to get to the root of it.” said Animal Aid founder Sue Vidamour. She said there is a huge surplus in its cattery.

What a terrible shame to go from the happy position of almost every cat on the island being a wanted and loved cat, to the unhappy position of having a surplus of cats. What went wrong I wonder?

Every year millions of unwanted cats are put to sleep. These are, in the main, perfectly good cats that would have made someone a marvelous pet or companion.

Deep down, you already know that you should get your cat fixed.

Your cat's coat can be a good indication of the state of your cat's health. The coat reflects the quality of a cat's diet, the level of exercise and overall condition, it should be free from dandruff and have a gleam to it.

A lifeless, dry or course appearance with raised fur is an indication that some cat wellness checks may be in order. The fur of a healthy cat will be smooth and pleasant to the touch, and without any bald or thin patches brought about by scratching or excessive grooming.

Eczema, fleas, allergies, stress and ringworm are some of the causes of scratching, your vet will give advice and possibly prescribe treatment.
